Why it happens
Consent Mode and cookie banners
In the EU and UK, users who decline cookies are not tracked by the standard Google tag. Google models some of this back in, but only when volume thresholds are met.
Safari Intelligent Tracking Prevention
The Google click ID stored in a cookie expires after 7 days on Safari. Purchases after that lose their source.
Cross-device and delayed purchases
Research on mobile, buy on desktop a week later. Without a persistent server-side link the conversion is orphaned.
Enhanced conversions not enabled or not matching
Enhanced conversions need hashed email or phone data sent correctly at purchase. Many Shopify setups send the tag without the data.

When you do not need this
If most of your Google spend is brand search, under-reporting is rarely your biggest problem. Brand terms tend to over-report instead. Check the split before you optimise for more Google conversions.

Does this replace the Google Ads tag?
No. Keep the tag. TrueROAS adds server-side, verified conversions and de-duplicates them against the tag using the order ID as the transaction ID.
Will my Google Ads ROAS change?
Reported conversions typically increase for non-brand campaigns and decrease for brand campaigns once credit is split honestly. Smart Bidding then has better data for both.
